Biodiversity is fundamental to human well-being, planetary health, and economic prosperity around the world. Yet, it is facing an unprecedented crisis: nearly one million species are at risk of extinction. The current extinction rate is already tens to hundreds of times greater than the average over the past ten million years—and this rate is accelerating.
In response to this urgent situation, the Kunming–Montreal Global Biodiversity Framework was adopted on December 19, 2022, during the 15th Conference of the Parties (COP15) to the UN Convention on Biological Diversity. This landmark agreement aims to halt the alarming loss of biodiversity and drive global efforts to restore nature.
The Framework includes four long-term goals to achieve the 2050 Vision for Biodiversity, alongside twenty-three specific global targets set for achievement by 2030. These ambitious targets are grouped under three key themes: (1) reducing threats to biodiversity (Targets 1-8); (2) meeting people’s needs through sustainable use and equitable benefit sharing (Targets 9-13); and (3) tools and solutions for implementation and mainstreaming (Targets 14-23).
Here is the TARGET 2:
“Ensure that by 2030 at least 30 per cent of areas of degraded terrestrial, inland water, and marine and coastal ecosystems are under effective restoration, in order to enhance biodiversity and ecosystem functions and services, ecological integrity and connectivity.”
Understanding Target 2
Target 2 of the Kunming–Montreal Global Biodiversity Framework stands as a beacon of hope amid widespread degradation of the planet’s ecosystems. The commitment to restore at least 30 per cent of degraded terrestrial, inland water, and marine and coastal ecosystems by 2030 is both ambitious and urgent. Restoration, in this context, does not simply mean planting trees or repairing a shoreline—it calls for a holistic approach to reviving ecological integrity, fuelling connectivity, and fostering ecosystem functions and services vital for life.
The Importance of Ecosystem Restoration
Ecosystems support countless species, regulate climate, purify water, and maintain soil fertility. Yet, millions of hectares have been damaged by deforestation, pollution, unsustainable agriculture, and urban expansion. Restoration represents a reversal of these trends, providing opportunities to revive habitats, bolster resilience against climate change, and enhance the well-being of communities that rely on nature for their livelihoods.
As degraded lands regain biodiversity and ecological balance, their ability to sequester carbon increases, offering a natural solution to global warming. Wetlands, when restored, improve water quality and support migratory birds, while coral reefs, once healed, become thriving nurseries for marine life.
Challenges and Opportunities
Achieving Target 2 requires the cooperation of governments, local communities, scientists, and businesses. Restoration projects must be tailored to local conditions, respecting indigenous knowledge and involving stakeholders throughout the process. Financial investment and innovative policy incentives are essential to scale up efforts and ensure the long-term success of restoration activities.
Monitoring progress is equally critical. Advances in satellite technology and data science allow for real-time measurement of ecosystem health, helping guide adaptive management and direct resources where they are needed most.

Target 2 signals a new era in biodiversity policy, placing restoration at the heart of the global agenda. Success will depend on a collective commitment to stewardship, innovation, and resilience.
